When to go, and do you need a certification?

Diving is year-round in Hurghada, but March to November is warmest (24–30°C); in winter the water drops to about 21–22°C and a wetsuit helps. You do not need a certification to try scuba — Discover Scuba / intro dives take complete beginners under a qualified instructor.
